        Sir:
             I have the honour to submit the twenty-second volume of "The
        Statist'icat Year Book".
             The contents of this publication include, besides an historical
        summary and a geogl'aphical sketch, comparative statements covering
        a period of several years, concerning the climate, population, education,
        administration, production, communications and transportation, benev- .
        oIent, sociological, co-operative and provident institutions.  It is one
        of the most useful and informative documentary publications available
        to the public.
             For the first time since its iDception twenty-t\,,"o years ago, the
         Year Book is published this year in bilingual form. Previously it had
        been thought necessary to issue a French and an English edition. In
        order to avoid certain inconveniences pertaining to its distribution and
        more especially, to stress the bilingual characterof our Province wherever
        the YeaT Book may circulate, we have considered it expedient to make
        thiB change.
             This alteration presented serious difficulties, but Mr. Lemonde, the
        editor of the Year Book, proved equal to the task. It isnot unlikely,
        however, certain minor errors may have been overlooked in the course
        of revising the book; we invite our readers' co-operation in tracing such
        oversights as may exist and we would appreciate any suggestions they
        may have to offer, with regard to the further improvement of the
        Year Book.
