                                   The requirements  of government registration  of vital events
                                   changed  somewhat over  time,  and  a person  with  firsthand
                                    knowledge would have to report the event within a specified
                                   time period.  This included  stillborn  children.  In  these  two
                                   cases, a parent  appears  to  be  the  informant although  you
                                   can  see  the  time  lag  between  the  date  of  birth  and  the
                                   registration.
