                   DEPARTMENT OF MUNICIPAL AFFAIRS,
                           TRADE AND COMMERCE

                                                       Quebec, May 29th, 1939.
     The Honourable JOSEPH BILODEAU, K.C.,

         Minister of Municipal Affairs,
              Trade and Commerce,
                  Quebec.

     Sir ;-

l have the honour to submit the twenty-fifth Slatistical Year Book.
This publication summarizes and classifies, according to a definite plan,
aH statistics of general interest contained in the reports of the various Federal
and Provincial departments. It constitutes a synthesis of official information
pert, aining to administration, population and the industrial, economic and social
     activities of the Province.
The nature of the information contained in the Year Book cannot vary
much from one year to anothcl' and aU improvements must necessarily consist
in l'evision. However, the E(litor, MI'. G. Lemonde, to whose competence l take
pleasure in paying tribute here, has added to the already numerous chapters
new data relative to persons endowed with Old Age Pensions. This initiative
provides economists with va'!uable information concerning an important social
measure from tbe time of its inception. A detailed statemellt of the operations
of the Quebec Farm Credit Bureau is also given for the first time.
The Year Book has also been cOllsiderably revised by means of recapitulations,
co-ordination of tables, etc.; in particular is this the case in the chapter comprising
     Agricultural Statistics.
As its value as a source of information is more fully recognized, the Year
Book. is becoming of interest ta an increasing number of persons of various
categories. We have ample testimony that the object of this publication has
     been adequately attained.

l have the honour ta be,
                                        Sir,
                                    Your obedient servant,

The Head of the Bureau of Stalislics,

                                                         ALBERT PLOUFFE
